The game turns deadly when the kids decide to separate and weaken the...。1949年，中华人民共和国成立。经过连年战乱，中华大地山河残破，百业待兴。然而正当全国人民齐心合力建设新家园之时，却有领导干部在权力的宝座上迅速腐化堕落。 1950年夏，天津爆发洪涝灾害。时任天津地委书记的刘青山（李国华 饰）和行署专员的张子善的干部到地方视察灾情，机关干部赵子平为了巴结领导，挪用公家资金为刘、张设立伙食补贴和特别经费。在此之后，赵又抓住各种机会向刘等人提供住房和商业实惠。以此为契机，刘、张伙同赵子平悍然盗窃国家救济粮、治河专款、干部家属救济粮、地方粮、克扣民工粮款，甚至挪用机场修建费，给国家造成巨大损失。 1951年，“三反”、“五反”运动兴起。在天津地委副书记林克俭的检举下，刘青山和张子善的遵行彻底暴露，他们也为自己的行为复出应有的代价……。
